ORGANISATIONAL CONTEXT:

The World Food Programme (WFP) is the United Nations frontline agency fighting hunger. WFP reaches more than 150 million people per year - delivering humanitarian food assistance and working with smallholder farmers, communities, and governments to improve nutrition and build resilience to crises. As conflict, climate change and economic shocks drive up the number of hungry people in Eastern Africa, finding innovative solutions to the complex humanitarian and development challenges in the region is essential, now perhaps more than ever.

In Rwanda, WFP supports the Government with its ambitious goals to ensure food security and nutrition and equitable access to sustainable livelihoods for all. In this effort, WFP Rwanda works closely with diverse stakeholders to provide general food and nutrition assistance to over 135,000 refugees, asylum seekers and returnees; to strengthen national disaster risk management, social protection, school meals and nutrition programmes; to transform food systems; and to support emergency preparedness and response.


Reporting to the Deputy Country Director, the Business Transformation Officer (BTO) operates with minimal supervision across several areas leading the Country Technology Team, collaborating with counterparts in WFP, other UN agencies and partners. They are heavily involved in day–to-day activities and analytical work and provides advice on business needs using their technical knowledge and experience.


JOB PURPOSE:

Partner with colleagues and stakeholders to understand their needs and operating environment in order to transform business requirements into solutions exploiting IT capabilities and focusing on business satisfaction.


KEY ACCOUNTABILITIES:

  1. Capture, analyze and document (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) business requirements for IT solutions and services following WFP policies, standards and strategies.
  2. Communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans.
  3. Baseline and track business requirements through implementation ensuring efficient management of change.
  4. Test and analyze IT solutions and document the match against business requirements for quality and accuracy.
  5. Establish and maintain close partnerships with internal and external stakeholders to identify business needs, transformation opportunities and digital solutions that improve operational effectiveness.
  6. Manage the service catalog of IT solutions offered to the business, including current, retired and those in the pipeline to ensure effective knowledge management.
  7. Manage alignment of IT service levels with SLAs for solutions or services focused on business needs. Conduct survey on business satisfaction with IT solutions and services.
  8. Manage estimates, business cases, planning, risk identification, change management, problem and issue resolution to ensure the effective delivery and adoption of business and digital transformation initiatives.
  9. Promote the application of business analysis, process improvement, project management and governance practices to support continuous improvement, compliance and organizational effectiveness
  10. Support digital transformation, innovation and organizational change initiatives by identifying opportunities to improve business processes, enhance user experience and strengthen operational efficiency.
  11. Provide advice to managers and users, understanding and resolving issues, and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
  12. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  13. Contribute to the capability building of staff through the review and/or design of appropriate training programs aimed at developing skills/knowledge in IT and Telecommunications.
  14. Coordinate with other UN agencies in order to align activities and maximise possibilities of inter-agency collaboration in the field of IT and TC.
  15. Interact effectively with internal and external colleagues and user groups to understand business needs, identify opportunities for process improvement, digital transformation and innovation, and facilitate the delivery and adoption of appropriate solutions
  16. Proactively engages key stakeholders at existing/potential client sites to gain an understanding of how WFP can best serve as a strategic partner in meeting future business needs.
  17. Ensure emergency response processes and procedures as required to provide support in enabling emergency food assistance needs are in place and that IT business continuity and disaster recovery plans are kept up-to-date.
  18. Perform other duties as assigned.


MINIMUM QUALIFICATIONS:


Education:

Advanced university degree in Computer Science, engineering or other relevant technology related field.


Experience:

  • At least three (3) years of progressively responsible postgraduate professional experience with specific experience in information technology management, digital transformation, business process reengineering, enterprise systems, or organizational change management.
  • Experience in a senior leadership role managing IT functions, digital strategy, or business transformation initiatives within a large and geographically dispersed organization.
  • Demonstrated experience in aligning technology strategies with organizational objectives to improve operational efficiency, program delivery, accountability, and service excellence.
  • Experience managing multidisciplinary teams comprising IT professionals, project managers, business analysts, and external service providers.
  • Proven ability to manage ICT budgets, vendor contracts, and partnerships while ensuring value for money and effective service delivery.
  • Experience supporting field operations in challenging environments, including emergency response, humanitarian programming, or development operations.
  • Experience in leveraging emerging technologies including artificial intelligence, robotic process automation, cloud platforms, data visualization, and advanced analytics to improve organizational performance


Language:

Fluency (level C) in English language. Knowledge of Kinyarwanda is a requirement.
