About the Role
QUALISYS Consulting is seeking a Digital Ecosystems Governance Specialist for an upcoming consulting assignment in Rwanda. The expert will support the development and strengthening of governance frameworks, institutional coordination, stakeholder engagement, and policies for an effective and inclusive digital ecosystem.
Key Responsibilities
• Assess existing digital ecosystem governance structures and institutional arrangements
• Develop/review digital governance frameworks, policies and coordination mechanisms
• Support institutional and multi-stakeholder coordination across the digital ecosystem
• Advise on roles, responsibilities and accountability mechanisms among ecosystem actors
• Support governance of digital platforms, services and enabling digital infrastructure
• Identify governance gaps, risks and opportunities within Rwanda’s digital ecosystem
• Provide recommendations aligned with Rwanda’s digital transformation priorities
• Engage government, private sector, civil society and development partners
Required Qualifications & Experience
• Advanced degree in Public Policy, Digital Governance, ICT, Information Systems, Digital Transformation, Economics, Law or a related field
• 7+ years of relevant professional experience
• Strong experience in digital governance, digital ecosystems and/or digital transformation
• Demonstrated experience in institutional governance and stakeholder coordination
• Experience working with government or public-sector digital transformation programmes
• Strong understanding of policy, regulatory and institutional aspects of digital ecosystems
• Knowledge of Rwanda’s digital ecosystem and institutional environment is highly desirable
• Strong analytical, communication and stakeholder-management skills
• Excellent written and spoken English
