Senior Transport Legal Reform Expert


NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support ECOWAS and Member States in strengthening and harmonising transport-related legal and regulatory frameworks, including road maintenance financing, axle load control, corridor governance, border management, and regional transport integration mechanisms.

NTU International is seeking a Senior Transport Legal Reform Expert to support legal and regulatory reforms related to transport governance, corridor management, infrastructure regulation, and regional harmonisation across the ECOWAS region.


Key Responsibilities

  • Support the review, drafting, and harmonisation of transport-related laws, regulations, and institutional frameworks;
  • Provide legal assistance related to road transport governance, axle load control, road maintenance financing, and corridor management;
  • Support the development and implementation of ECOWAS transport legal instruments, supplementary acts, and regional agreements;
  • Advise ECOWAS institutions and Member States on regulatory alignment and legal harmonisation initiatives;
  • Support legal and institutional reforms related to Road Maintenance Funds (RMFs), Corridor; Management Authorities (CMAs), and border management systems;
  • Contribute to the preparation of legal analyses, regulatory assessments, policy papers, and technical reports;
  • Support legal aspects of transport sector governance reforms, including compliance, enforcement, and institutional mandates;
  • Coordinate with ECOWAS institutions, national authorities, legal experts, and development partners;
  • Deliver workshops, consultations, and capacity-building activities related to transport legal frameworks and regulatory reforms;
  • Contribute to monitoring, reporting, and technical reviews related to legal reform activities.


Education

  • Master’s degree in law, transport law, public policy, international law, or another relevant field.


General Professional Experience

  • Minimum 10 years of professional experience in legal and regulatory reform, public sector governance, or transport sector legislation;
  • Proven experience working on infrastructure, transport, or regional integration projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.


Specific Professional Experience

  • Minimum 7 years of experience in drafting, reviewing, or implementing transport-related legislation, regulations, or institutional reforms;
  • Demonstrated experience with regional legal harmonisation, transport governance frameworks, or infrastructure regulation;
  • Experience related to corridor governance, customs and border management, road maintenance financing, or axle load control legislation is considered an advantage;
  • Experience working with ECOWAS, UEMOA, AU, AfCFTA, or other regional integration frameworks is considered a strong asset;
  • Experience supporting projects financed by the EU, World Bank, AfDB, EIB, or other international financial institutions is considered an asset;
  • Experience working with government institutions, regulatory authorities, or regional organisations is an advantage.


Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
