The Project
This is an opportunity to work on a state-of-the-art landmark project in Rwanda. Mace have been delivering PMC services on major aviation projects for several years, increasing passenger capacity and improving overall services
You’ll Be Responsible For

• Develop and maintain the Project Stakeholder Register and Stakeholder Engagement Plan (SEP), updated at each key project stage.
• Lead the public consultation and community engagement programme in compliance with IFC PS1, the project ESIA, and Rwandan regulatory requirements.
• Build and maintain effective relationships with key stakeholders including the Government of Rwanda (RDB, RCAA, MININFRA), development finance institutions (DFIs), local communities, and NGOs.
• Manage and coordinate community grievance mechanism (GM) processes, ensuring timely resolution and documentation.
• Prepare and issue stakeholder communications, briefing materials, community newsletters, and public information updates.
• Coordinate with the Project Communications team to align external stakeholder messaging with project communications strategy.
• Monitor stakeholder sentiment and provide early warning to the Project Director on emerging issues or community concerns.
• Manage and report on Resettlement Action Plan (RAP) implementation progress in liaison with the social safeguards team.
• Represent the project at public meetings, government forums, and community engagement events.
• Produce monthly stakeholder engagement progress reports and maintain the grievance log.
  

You’ll Need To Have

• Minimum 12 years' experience in stakeholder engagement and social performance management on major infrastructure or extractive industry projects.
• Deep knowledge of IFC Performance Standards (PS1, PS5, PS7), Equator Principles, and ESIA processes.
• Proven experience managing community engagement and resettlement programmes in Sub-Saharan Africa; Rwanda experience highly advantageous.
• Degree in Social Sciences, Development Studies, Environmental Science, or related discipline.
• Exceptional interpersonal and communication skills; able to engage credibly with government officials, local communities, and international financiers.
• Fluency in English essential; French and/or Kinyarwanda highly advantageous.
